Salary: $100,880-$170,560, Commensurate with experience and education.

Summary: This position is responsible for the management and administration of recreational programming, park development and maintenance. Plans, promotes, organizes, and administers quality public recreation for the entire community as per established policies.

Works unique hours, adjusting for scheduled sports and recreation programs, special events, festivals, cultural activities and Council meetings or committee meetings. 

Essential Duties and Responsibilities:

Directs expenditure of department funds and special projects funds and keeps department records. Plans, implements, manages and evaluates recreational activities for the city including individual and team sports, youth activities, various clinics, contests, fun runs, special events, fairs, and classes.

Coordinates recreation, leisure, educational, health and cultural activities, events and festivals with such entities as school districts, schools and colleges, clubs and non-profits, health care and mental health agencies, Chamber of Commerce groups, businesses, and service organizations, federal agencies and special interest groups.

Represents the City at public meetings and with public interest groups regarding parks and recreation.

Interprets recreation programs to the public and maintains cooperative planning and working relationships with allied public and volunteer agencies.

Coordinates with other City departments, contractors and consultants to develop and construct park and recreation facilities. Superintends acquisition, planning, design, construction, and maintenance of recreation facilities.

Supervises and evaluates related projects, grant programs and independent contractors.

Establishes and maintains effective working relationships with the  public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability or political affiliation.

Researches and coordinates with the Grants Coordinator on grant applications for projects such as: park or trail development, special sports camps, community art, bike safety, after school programs, safety concerns, educational programs and professional development.

Serves as technical adviser and as recreation consultant to the community.

Handles customer service complaints regarding Parks & Recreation issues.

Reviews safety accidents within the organization. Leads department-wide safety committee meetings.

Serves as an integral member of the organization’s administration team to creatively solve city-wide problems.

Works with professional development organizations to ensure department awareness in specific field technologies such as: At-Risk Youth, environmental concerns, software improvements for recreation management. Works with legislative committees to ensure that goals of the City are furthered.

Works with social services and/or other agencies to refer participants to appropriate programs and offers and manages a youth scholarship fund for financially needing families.

Recommends changes in administrative policies and procedures to City Manager.

Attends Parks & Recreation Advisory Committee and Monroe County ADA council meetings.

Updates or supervises updates on department website.

Hours may include evening and weekend hours.

Performs related duties as assigned.

Education and/or Experience:

Bachelor's Degree, in related field with at least 4 years parks and recreation or physical education experience.  Significant experience with progressively responsible administrative duties may be considered in lieu of education.  Able to work routinely unsupervised, must have experience with youth programs, sports, staff supervision, budgeting, and fiscal control.  An equivalent combination of education and related experience acceptable. Experience with municipal budgets desirable.

Other Skills and Abilities:

Knowledge of principles, objectives and practices of public recreation administration, governmental budgeting and financial control, management of capital improvement projects, municipal parking plans and traffic patterns and the promotion of tourism.

Possession of or ability to obtain a valid State of Florida driver’s license.
