Job Title: Planner/Biologist/Land Steward
Essential Duties and Responsibilities:
Assist in the implementation of land management plans for City owned lands; addressing issues such as reporting, scheduling community events and workdays, helping to prevent liability problems with properties, invasive exotic vegetation removal, restoration of native vegetation, and recreation, where appropriate.
Assist in achieving the goals of the land acquisition and conservation programs from the City Comprehensive Plan
Provide technical support to the Planning Director of land management policies to be recommended to the City Council.
Coordinates land management issues with City staff, the Monroe County Land Authority, the U.S. Fish and Wildlife Service, Florida Fish and Wildlife Commission, Florida Department of Environmental Protection, and other agencies as appropriate.
Establish formal agreements on land management responsibilities with local, state and federal entities as appropriate; respond to all contractual obligations in a timely fashion, as reports and requirements become due.
Reviews permit applications and approves/disapproves regarding Environmental compliance.
Participate in pre-application conferences for new and re-development projects.
Review/approve transplantation, mitigation and landscaping plans for new and re-development to ensure compliance with City Code.
Member of and participation in the Invasive Exotic Task Force.
Ensure compliance with City Code by monitoring/investigating complaints regarding code/environmental violations associated with native, threatened, endangered or protected species of flora & fauna and/or the waterfront community. Investigation includes but is not limited to: data collection using GIS & City View, site visits, photographs of violation site, contacting complainant and/or violator, phone calls, code enforcement hearings, communication with other agencies regarding the violation.
Attend Code Enforcement meetings regarding any environmental code violations.
Assist/educate the public regarding plant identification, pest/disease related issues.
Assist/educate the public regarding mangroves and other native, threatened, endangered and protected species of flora & fauna.
Establishes and maintains effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability or political affiliation.
Establishes and maintains effective working relationships with other governmental entities, such as the Department of Commerce (formerly DEO) and FWC regarding environmental matters.
Research new opportunities for environmental programs and implement the programs once they are established.
Member of Planning Team; provides professional planning services to the community.
Assists in preparation of the Marathon Comprehensive Plan and other City plans; and cooperates in county, state and federal planning efforts affecting the Marathon area.
Assists the public in answering questions regarding code compliance, violations, resolving disputes, Transfer of Development Rights (TDR’s) and other agency rules and issues.
May present analysis and recommend action on development proposals using the City’s Land Development Regulations to decision-making bodies at public hearings.
Responsible for enforcement of land use, zoning, subdivision, sign, and floodplain management ordinances.
Provides administrative support to the Planning Commission through research and preparation of staff reports on agenda action items.
Assist in preparation of the agenda, may attend meetings, and assists with follow-up for Planning Commission.
Assists other Planning team members when needed.
Performs other related duties as assigned.
Field Work:
Conduct on-site visits for: habitat analysis and vegetation surveys, letters of acquisitions, Environmental Assessments, code compliance, violations, & resolving disputes.
Conduct on-site visits for storm water retention, street trees and shoreline setbacks, landscape installation and final inspections for City.
Other related duties as assigned by the Planning Director, as they apply to fieldwork and the essential duties and responsibilities of the position.
Education and/or Experience:
Four-year degree in a related field and at least two years of experience working in an environmental or planning related field or equivalent combination of college and experience. A working knowledge of planning and zoning principles and definitions is highly desirable.
Requirements for all positions: Possession of or the ability to obtain a valid State of Florida driver's license.
